Filner represents California&#8217;s 51st district which includes El Centro and Chula Vista. Filner has a long history of public service which began with his election to the San Diego School Board in 1979 where he also served as President in 1982. He was then elected to the San Diego City Council in 1987. In 1991, Filner was elected to a seat in the US House of Representatives, and he has been serving his district in that capacity ever since. </p>
<p>Bob Filner earned a Ph.D. in the history of Science from Cornell University in 1969 and has spent 20 years of his career as a professor at San Diego State. On April 29th the San Diego SmartScreen Film Series launched with a presentation of <a href="http://www.thirdandlong.tv/" title="Third and Long Documentary explores the African American NFL experience" target="_blank">Third and Long: the History of African Americans in Pro Football, 1946-1989</a>. </p>
<p>The post-screening panel discussion was moderated by former Chargers standout and broadcaster, <em>Hank Bauer</em>. Panelists included the filmmaker, <em>Theresa Moore</em> and NFL Hall-of-Famer and former Charger <em>Ron Mix</em>, who is featured in the film. Ron Mix took a heroic position when he was the only white player to stand with black players who boycotted the 1965 AFL’s version of the Pro Bowl. Black players weren’t allowed to go into restaurants and bars in New Orleans, and there were situations where whites were pulling guns on the black players. This hostility continued until they ultimately moved the game to Houston.</p>

It does this by subdividing the huge legislative districts (500,000 for Assembly seats, 1,000,000 for Senate) into 100 &#8216;Neighborhood Districts&#8217; which elect a Neighborhood Senator or Assemblyman. These 100 get together after the election and elect one of their number to be part of a &#8216;Working Committee&#8217; in Sacramento. Thus, to get sent to Sacramento, you must first win a tiny district, where campaigns will be door to door and then win the majority of the votes of 99 other Neighborhood Representatives.</p>
